- NRC docketed Exelon's COL application for two ESBWR reactors at Victoria County, Texas on October 31.
- On October 31st DOE announced availability of its standard contract for the disposal of spent fuel and radioactive waste for companies intending to build new nuclear plants.
- Chicago Bridge and Iron received a contract from Westinghouse to build the first two AP1000 containment structures.
- NRC published an updated policy statement on advanced reactors October 14, providing guidance on safety, security and preparedness in the development of advanced reactors.
- Areva and Northrop Grumman entered into an agreement on October 23 to build a facility in Newport News, Va. for the manufacture and engineering of heavy components for the EPR.
- On October 10, NRC announced a hearing for the public to intervene in the SCE&G COL application at V.C. Summer.

Energy Facility Loan Guarantee
- DOE issued solicitations for $18.5 billion in loan guarantees for new nuclear facilities and $2 billion for the nuclear fuel cycle on June 30, 2008
- Seventeen power companies have submitted 19 applications for 14 sites. Two companies have submitted loan guarantee applications for fuel cycle facilities.
- As construction cost estimates rise, the authorized amount for loan guarantees may be insufficient to catalyze follow-on nuclear construction fully financed by the private sector
