Nuclear Power Deployment Scorecard
Powering Future Decades
July 2, 2008
>What's New
- On June 30, DOE announced two nuclear-related solicitations for loan guarantees: $18.5 billion for nuclear power facilities and $2 billion for the "front end" of the nuclear fuel cycle.
- On June 23, NRC announced a July 9 public meeting in Fulton, Mo. to discuss Ameren's expected COL application at the Callaway site.
- DOE received its second Notice of Intent to Request a Conditional Agreement on June 13.
- On June 10, the North Carolina Utilities Commission approved $160 million in pre-construction costs for Duke Energy's proposed William States Lee III plant, in addition to the $70 million already spent.
- NRC accepted and docketed Southern Nuclear's COL application for two AP1000 reactors at the Vogtle site on June 9, 2008. NRC has delayed the Vogtle ESP schedule six months to conduct more extensive soil analysis.
- DTE Energy has selected the GE-Hitachi ESBWR design for Fermi Unit 3.
- With acceptance of the Safety Analysis Report on June 5, 2008, UniStar's full COL application for Calvert Cliffs has been docketed by the NRC.

Nuclear Power Deployment Scorecard |
| |
 |
Early Site Permit (ESP) > |
| |
- Three site permits issued by NRC (Clinton, Grand Gulf, North Anna)
- One site permit application under NRC review (Vogtle)
- Submission of three other ESP applications expected in 2010-2012
|
 |
Combined Construction and Operating License (COL) > |
 |
License Applications Submitted to NRC
- Eight COLAs docketed (STP, Bellefonte, Harris, Grand Gulf, North Anna, Lee, Calvert Cliffs, Vogtle)
- One COL application submitted to NRC awaiting acceptance (V.C. Summer)
- Submission of 14 additional COLs expected in 2008-2010
- Three applications expected in the 3rd quarter (Callaway, Comanche Peak, and Levy County)
|
| |
 |
Licenses to Build Issued by NRC
- NRC anticipates issuing COL 42 months after docketing
|
 |
Reactor Design Certification (DC) > |
| |
- Two advanced reactor designs certified by NRC (ABWR and AP1000)
- Four reactor designs undergoing NRC certification review (ESBWR, US-EPR, AP1000 amendment, and US-APWR)
|
 |
New Nuclear Plant Orders > |
 |
Long-Lead Equipment Orders
- Nine utilities have ordered large, long-lead nuclear component forgings from three reactor vendors
- Twenty-four reactor coolant pumps have been ordered for AP1000 units
- Japan Steel Works is only manufacturer of ultra-large forgings; worldwide-capacity limited
|
| |
 |
Engineering, Procurement, and Construction Contracts (EPC)
- Two EPC contracts initiated (Vogtle and V.C. Summer)
- Plant engineering is in progress; completion required to start construction
|
 |
New Nuclear Plant Construction, Operation, & Deferral > |
| |
- No utility has committed to constructing a new advanced reactor
- TVA has resumed construction of Watts Bar Unit 2 with completion scheduled in 2013
|
 |
Federal Financial Incentives > |
 |
Standby Support (Risk Insurance)
- Final 10 CFR Part 950 Rule issued August 11, 2006
- Two Notices of Intent to Request a Conditional Agreement received by DOE
|
| |
 |
Production Tax Credits
- Internal Revenue Bulletin 2006-18 published May 2006
- Publish regulation for Production Tax Credit in FY08
|
| |
 |
Energy Facility Loan Guarantee
- DOE issued solicitations for $18.5 billion in loan guarantees for new nuclear facilities and $2 billion for the nuclear fuel cycle on June 30, 2008
- As estimates of the construction costs continue to rise, the authorized amount for loan guarantees may be unable to cover the necessary number of nuclear projects needed to catalyze follow-on nuclear construction fully financed by the private sector
