William D. Magwood, IV has assumed his new position as Director of the Office of Nuclear Energy, Science and Technology, completing an organizational realignment that was announced earlier this year. As Director, Magwood will be responsible for managing the department's activities in nuclear energy research and development, isotope production, uranium hexafluoride stockpiles, international nuclear collaboration, and development of power systems for deep space exploration. "Bill Magwood has been a key player in the department's efforts to advance energy diversity and economic competitiveness both at home and abroad," Secretary of Energy Bill Richardson said. "I am confident that under his direction, the Office of Nuclear Energy, Science and Technology will continue to provide vital services to the American people in areas ranging from nuclear energy R&D, to the development of new medical isotopes, to supporting deep space exploration." Prior to assuming his current position, Magwood served as Acting Director of the Office of Nuclear Energy, Science and Technology, as well as Associate Director for Technology and Program Planning. As Associate Director, he was responsible for program development, university and education programs, budget formulation, and planning. He also served as Executive Secretary of the interagency Highly Enriched Uranium Oversight Committee. From 1984-1994, Magwood held technology management positions with two energy-related organizations: he managed utility research and nuclear policy programs at the Edison Electric Institute in Washington, D.C., and was a scientist at Westinghouse Electric Corporation in Pittsburgh, PA, where he analyzed radiological and hazardous waste disposal, treatment, and handling systems.
Magwood holds a B.S. degree in Physics and a B.A. degree in English from Carnegie-Mellon University in Pittsburgh, and an M.F.A. degree from the University of Pittsburgh. Under the reorganization, which was initiated by former Energy Secretary Federico Peņa and implemented by Secretary Richardson, the Office of International Nuclear Safety was moved from the Office of Nuclear Energy, Science and Technology to the Office of Nonproliferation and National Security. This move will allow the Office of Nuclear Energy, Science and Technology to focus more directly on its primary mission of technology research and development. A new program office the Office of Technology was created within the Office of Nuclear Energy, Science and Technology to conduct nuclear energy research and development, university programs, and international collaborations. This new office, now headed by Associate Director John F. Kotek, manages a new program funded by Congress this year -- the Nuclear Energy Research Initiative - which will continue the department's long-term mission to develop advanced nuclear power technologies for the nation's future. Also, as part of the reorganization, Beverly A. Cook was named Principal Deputy Director and Robert M. Knipp was named the Deputy Director for Management and Planning. Dr. Norton Haberman was named Senior Technical Advisor. Core mission areas and functions in the Office of Nuclear Energy, Science and Technology that were unaffected by the reorganization are: Nuclear Facilities Management (Associate Director Robert G. Lange), Space and Defense Power Systems (Associate Director Earl J. Wahlquist), Isotope Programs (Associate Director Owen W. Lowe) and Budget and Administration (Associate Director W. James Colsh).
