The United States and an international consortium under the auspices of the Organization for Economic Cooperation and Development - Nuclear Energy Agency (OECD-NEA) have agreed to participate in and jointly fund a project to investigate ex vessel Melt Coolability and Concrete Interaction (MCCI). The final agreement was reached in March 2002.

The MCCI agreement provided for equal funding from the OECD and the United States for up to five years, with the U.S. funding provided by the U.S. Nuclear Regulatory Commission (NRC) and the U.S. Department of Energy (DOE). DOE will fund the first three-year period.

Areas of Collaboration -- The MCCI program has been established to provide data on relevant severe accident phenomena and to:

  • Resolve ex-vessel debris coolability issues through a program that focuses on providing both confirmatory evidence and test data for the coolability mechanisms identified in the Melt Attack and Coolability Experiments integral effects tests
  • Address remaining uncertainties related to long-term, two-dimensional, molten core concrete interaction under both wet and dry cavity conditions.

Management Board -- Control of the MCCI project is the responsibility of the Management Board, which consists of one member each designated by the OECD-NEA and U.S. signatories.
